把整套 Claude Code 配置搬进 DSH：技能、MCP、hooks、子代理、权限规则，默认先出搬家清单预演并输出迁移差异报告；作为插件提供 movein_from_claude_code 工具，直接让 agent 帮你搬。

为 DSH 补上按工具粒度的权限规则：在 tools/pre-execute 强制执行 deny/ask 清单，规则语法与 Claude Code 相同，不迁移也能单独用。

补上官方缺失的 win32 进程探测，让 Minimal 模式在 Windows 上真正可用，持久 shell 才能起来。附 busybox 变体预设，其持久 shell 能在 workspace-write 受限令牌下存活（MSYS 系 shell 在那里会崩），另有基于 ConPTY 控制台进程列表的前台命令解析、GBK/UTF-16 文件读取，以及安装排障工具。
